Dr Kenneth Bolger (Irish Medical Council Registration Number 258617) has stated in writing to the Medical Council of Ireland that he “even asked a child patient once if his willy was sore.”
On 14th June 2024, I submitted a complaint to the Office of the Ombudsman regarding the manner in which my serious formal complaint was dealt with by the Health Service Executive (HSE). It relates to a number of issues and NOT just the Health Act 2024 (Complaints) Regulation 2006. Therefore, it is my understanding that my complaint should be investigated by the Ombudsman as there are many administrative issues complained of within my complaint.
I submitted my complaint to the Ombudsman on 14th June 2024 to ensure that;

On submission, I received the following immediate automatic online acknowledgement from The Office of the Ombudsman;
I then received the following automatic email acknowledgement from The Office of the Ombudsman;
However, I did not receive a proper formal acknowledgement from the Early Resolution Unit, The Office of the Ombudsman with a Case Number as I had done when I submitted a separate complaint to them a year earlier on 19th May 2023 – see my post titled: “The Nurse - 7. The Office of the Ombudsman”
Therefore, it was necessary for me to send the following email on 18th June 2024 at 9.24 am to the Office of the Ombudsman;
On the same day, 18th June 2024 at 12.32 pm following my email above, I received a standard acknowledgement of receipt of my complaint dated 14th June 2024 from the Early Resolution Unit, The Office of the Ombudsman where they issued a Case Number;
It was exactly one calendar month later before I heard from the Ombudsman again, where on 18th July 2024 I received the following email from Ms Geraldine McCormack, Investigator who informed me that she had been assigned my case as follows;
Ms Geraldine McCormack, Investigator did not get back in touch with me or communicate with me at all following her email above dated 18th July 2024 nor, did anybody from the Office of the Ombudsman, which I found strange.
On 20th November 2024, my sister submitted a separate complaint to the Office of the Ombudsman regarding her formal complaint to the HSE via the General Manager, St Luke’s General Hospital, Kilkenny dated 27th February 2023 and the Ireland East Hospital Group (IEHG) Review Report Ref: XXXXXXXX Decision she received on 4th December 2023 – see my post titled; “Broken Trust 003 – Review of Complaint to the Health Service Executive (HSE) via the General Manager of St Luke’s General Hospital, Kilkenny dated 27th February 2023”
My sister wrote the following within her letter of complaint dated 20th November 2024 to the Office of the Ombudsman;
Two days later on 22nd November 2024, my sister received a standard acknowledgement of receipt of her complaint dated 20th November 2024 from the Early Resolution Unit, The Office of the Ombudsman where they issued a Case Number.
What happened next is shocking.
Later the same day 22nd November 2024, that my sister received a standard acknowledgement of receipt of her complaint dated 20th November 2024, the Ombudsman ABRUPTLY CLOSED my complaint dated 14th June 2024 WITHOUT any further communication from Ms Geraldine McCormack, Investigator or anybody from the Office of the Ombudsman!
My complaint had been with the Ombudsman for more than five months, when I received the following abrupt email and attached letter from Ms Paula Dowd, Investigator, The Office of the Ombudsman who had NOT previously informed me that she was involved in the Ombudsman’s investigation of my complaint;
Regarding the following statement below written by Ms Paula Dowd, Investigator in the above letter, I have already proven that the decisions of the Senior Incident Management Team (SIMT) of St Luke’s General Hospital, Kilkenny/HSE at their meetings held in July 2023 is intentional fraud and deception. However, the Ombudsman is now basing its decision on the intentional fraud and deception decisions taken by “the SIMT following its meeting in July 2023” – see my post titled: “System Analysis Investigation - 13. REVEALED Decision Made BEFORE Preliminary Assessment Investigation!”
This matter is extremely concerning and evidence that the Office of the Ombudsman is not investigating matters independently.
The next day 23rd November 2024, I responded to Ms Paula Dowd, Investigator by email (see below) in particular to ask the following;

On 25th November 2024, I received the following email response from Ms Paula Dowd, Investigator where she suggested I take my complaint to the Medical Council of Ireland;
In my opinion the Office of the Ombudsman has completely failed in its duty and one has to ask the question, could someone be pulling strings in order to prevent a proper investigation of my complaint by the Office of the Ombudsman?
My complaint to the Ombudsman dated 14th June 2024 was NOT regarding an individual registered doctor. It was regarding the manner in which my extremely important serious formal complaint dated 24.01.2024 was dealt with by the public service providers St Luke’s General Hospital, Kilkenny and the Health Service Executive (HSE).
The Medical Council of Ireland website states at the following link, that it is responsible for the regulation of registered doctors and deals with complaints against individual doctors and would clearly NOT deal with the matters raised in my complaint to the Office of the Ombudsman dated 14th June 2024;

Regarding the statement of the Medical Council of Ireland above; this is clearly NOT what is happening and significant evidence shows that the Medical Council of Ireland are clearly NOT safeguarding the health and safety of the public by ensuring high standards of professional conduct, performance, and education among doctors.
SIGNIFICANT EVIDENCE
Dr Kenneth Bolger (Irish Medical Council Registration Number 258617) in response to my sister’s complaint to the Medical Council of Ireland about him, wrote the following by way of letter dated 15 August 2023 which he addressed to the Medical Council of Ireland;
In my opinion, this is significant evidence of very concerning behaviour by Dr Kenneth Bolger where he has stated in writing to the Medical Council of Ireland that he “even asked a child patient once if his willy was sore.”
It is my understanding that Dr Kenneth Bolger still has access to adult and child patients as no proper investigation has taken place by the Medical Council of Ireland into his professional misconduct, poor professional performance and fitness to practice.
No safeguarding of the health and safety of the public, particularly children have been put in place.
This doctor appears to still be active.
